Rationale/Objective for Position
MSF is committed to sustainable and responsible waste management across all its missions and projects. With the support of the Transformational Investment Capacity (TIC), MSF is implementing the “Development of an integrated approach for non-medical hazardous waste management in countries with limited treatment options – Intersectional pilot project in South-Sudan”. The WATSAN Manager will be responsible for providing technical support and quality assurance in the waste evaluation, definition of the needs and implementing the technical test required for the successful implementation of the above-mentioned pilot project.
Location: Juba, South Sudan with regular field visits.
This position will be hierarchically and functionally accountable to the Waste Management Referent.
Tasks & Responsibilities
Task 1 – Storage and Inventory
- To foster a culture of environmentally responsible waste handling across all OCs in South Sudan.
- Coordinate with relevant teams to implement best practices in waste segregation, storage, and disposal.
- To monitor hazardous waste generation levels at various sites (according to the need), including storage, and disposal, ensuring accurate record-keeping and reporting.
- Contribute to quality storage of hazardous waste, including batteries, refrigerants, exhaust oils, electronic waste, expired drugs, through both remote support/technical advice and field visits, according to the identified needs.
- Coordinate with approved waste service providers and various transporters for the collection, transportation and disposal of waste.
- In collaboration with the focal points in each project and in line with the tools provided by the TIC project manager,develop accurate records of hazardous waste quantities, types, and disposal methods.
- Prepare monthly reports to be submitted to the TIC project manager on hazardous waste management activities, challenges, and improvement initiatives.
Task 2 – Technical Advice
- In collaboration with the TIC project manager, conduct training for staff on hazardous waste segregation, storage, safety, and recycling practices.
- Though field visits and direct engagements in the project, ensure adequate waste segregation in each site.
- Keep abreast of new regulations and best practices in hazardous waste management.
- Identify and implement new opportunities for hazardous waste reduction, recycling, reuse, and energy recovery in line with the local context.
- Based on the findings and situation analysis as in Task1, provide technical guidance on the most efficient recycling and disposing solutions.
- Hold weekly status update meeting with the TIC project Manager.
- Participate in any additional meeting as requested and in agreement with the TIC project manager (e.g. Steering Committee meetings).
Task 3 – Innovation testing
- Propose innovative solutions and pilot initiatives to improve hazardous waste management efficiency.
- Identify projects and locations among South Sudan projects which are suitable for testing of innovative solutions (as advised by the R&D WatSan Unit).
- In collaboration with the R&D WatSan Unit, spearhead the testing of innovative solutions to improve hazardous waste management.
- Following any testing, provide a detailed report to the R&D WATSAN referent and the TIC project manager, identifying main achievements and challenges, and advising on the feasibility for scale up of the proposed solution.
- If the testing of innovative solutions causes any damage to existing waste management systems, ensure appropriate follow-up and repair of the affected systems.
Qualifications
Education
- Academic background in Engineering or an equivalent relevant training
- WATSAN in Emergencies Training within MSF is strongly recommended
Experience
- Previous experience in technical aspects of water and sanitation works.
- Minimum of 6-months of hands-on field emergency.
- WHS professional experience in a humanitarian or international development setting
- Desirable; experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and wastewater management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
- Desirable; public health background or experience

What We Offer:
- Contract: A nine (9) month fixed term contract, with the possibility of extension based on performance, needs and funding.
- Salary: International Reference Field Function Grid (IRFFG) Level 9.
