Programs and Partnerships Coordinator (Head of Department) – منسق البرامج والشراكات (مدير القسم) – Syrian Arab Republic


Job Purpose:

The Programs and Partnerships Coordinator is responsible for leading and coordinating the organization’s programs in Syria, while also developing and managing relationships with donors and local/international partners. This role aims to ensure efficient and effective program implementation, enhance funding and collaboration opportunities, and maintain compliance with donor requirements. The coordinator works closely with the Executive Director and senior management to achieve the organization’s strategic goals, while maintaining high standards of institutional performance and external communication.

Duties & Responsibilities:

# Program Management

  • Lead the program strategy and develop integrated concepts within the sectors in which the organization operates.
  • Supervise project managers and ensure quality implementation and reporting.
  • Prepare operational plans and monitor activity implementation against budgets.
  • Coordinate with financial teams to ensure budget compliance and adjust when needed.
  • Conduct regular field visits and submit reports to senior management.
  • Develop program-related policies and procedures and ensure their implementation.

# Partnership and Fundraising Development

  • Build strategic relationships with donors and partner institutions through effective implementation, clear communication, timely reporting, and participation in all coordination, programmatic, and protocol meetings.
  • Identify new funding opportunities and submit project proposals.
  • Prepare partnership management tools such as funding schedules, timelines, and templates.
  • Coordinate with technical teams to prepare high-quality proposals.
  • Lead partnerships with Syrian and international organizations and service providers.
  • Maintain daily communication with partners and ensure smooth information flow.

# Representation and External Communication

  • Represent the organization effectively in meetings, forums, and coordination bodies.
  • Maintain strong relationships with government entities, donors, and other organizations.
  • Support the organization’s external communication strategy and ensure media content is regularly updated.

# Team and Institutional Support Management

  • Oversee recruitment and training in coordination with HR.
  • Ensure effective coordination among support departments (Finance, Logistics, Procurement, etc.).
  • Develop capacity-building plans and improve institutional performance.

# Risk Management and Compliance

  • Regularly update the risk register and develop mitigation plans.
  • Ensure program activities comply with donor policies and requirements.
  • Contribute to contingency planning and ensure program readiness.

Qualifications, Skills, and Experience

  • University degree in Business Administration, Engineering, or a related field; Master’s degree preferred.
  • Minimum of 5 years of experience in program and partnership management within NGOs.
  • Experience working with institutional donors (e.g., HF, DFID, ECHO, GIZ, UN agencies).
  • Strong leadership, organizational, and team management skills.
  • Excellent reporting and communication skills (written and verbal).
  • Fluency in English (spoken and written).
  • Ability to work under pressure and manage multiple tasks.
