Background
Lebanon is a Party to the Paris Agreement and is committed to fulfilling its obligations under the Enhanced Transparency Framework (ETF). Biennial Transparency Reports (BTRs) are the primary mechanism for reporting on greenhouse gas inventories, mitigation and adaptation actions, climate finance, and capacity-building.
Following the submission of its First Biennial Transparency Report (BTR1) in 2024, Lebanon is strengthening its systems to ensure continuity, quality, and institutional ownership of future reporting cycles. Achieving this requires robust data management, coordinated institutional arrangements, and accessible digital platforms.
In this context, UNDP Lebanon in partnership with the Ministry of Environment, is implementing the BTR project to enhance national climate transparency. A core component of the project is supporting and upgrading the Ministry of Environment’s climate change website as the official national platform for climate data and reporting. Strengthening the website is essential to ensure transparency, institutional memory, and public access to climate information, while providing a reliable, centralized interface for managing BTR-related data, tracking progress, and supporting evidence-based decision-making in line with national priorities and international reporting requirements.
Scope of work, responsibilities and description of the proposed analytical work
The tasks mentioned below shall be performed in close cooperation with the UNDP BTR project manager:
Task 1: Platform Functionality Testing and Quality Assurance
- Conduct testing of website features, forms, portals, events, and user journeys.
- Identify bugs, broken links, loading issues, and user-experience bottlenecks.
- Coordinate with the developer to report issues and validate fixes after implementation.
- Review website structure, pages, and content for consistency and accuracy.
- Update and maintain website content, links, documents, and embedded tools.
- Ensure data accuracy and proper alignment between website content and backend databases where applicable.
Task 2: Performance Monitoring and Analytics Reporting
- Monitor website traffic and user behavior using Google Analytics and related tools.
- Analyze performance indicators (page visits, bounce rate, session duration, user flow).
- Provide recommendations to improve website usability and performance based on data analysis.
Duration of work
- The assigned duration for this consultancy is 14 working days spread over a period of 2 months from the contract signature date.
Duty station
- The consultant’s work will be home-based, with meetings with the UNDP BTR project manager.
STANDARD MINIMUM QUALIFICATIONS
Education
· A minimum of Master’s Degree in data analytics, IT, business administration or any related field. A PhD is a plus.
· At least 6 years of overall relevant experience in Statistics, data analytics and information management systems.
Language: Fluent in English and Arabic (both oral and written).
“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel’s monthly payment”.
